Main Responsibilities:
1、Procurement Planning and Budget Management:
* Collaborate on Procurement Planning: Assist the Procurement Manager in developing procurement plans and framework agreements.
* Budget Compilation and Control: Participate in the preparation of procurement budgets, allocate funds reasonably, monitor budget execution, and provide timely warnings and adjustments to avoid overruns. Optimize procurement strategies through cost-benefit analysis to reduce procurement costs.
2、Inquiry, Comparison, and Supplier Management:
* Inquiry and Comparison: Be responsible for the inquiry and comparison of prices for engineering equipment and materials, spare parts, and service-related procurements to ensure the reasonableness and competitiveness of procurement prices.
* Supplier Development and Evaluation: Conduct market research and supplier assessments to identify and develop high-quality suppliers. Establish a supplier database to ensure that suppliers meet quality, delivery, and service requirements.
* Supplier Performance Monitoring: Develop a supplier performance evaluation system to regularly assess key indicators such as delivery punctuality, quality compliance, and service response time. Address supplier performance issues promptly and optimize the supplier structure.
3、Procurement Execution and Contract Management:
* Procurement Order Execution: Be responsible for placing, tracking, and managing procurement orders to ensure timely delivery. Address issues during order execution, such as delays and quality problems, to meet production needs.
* Contract Management: Draft, review, and sign various procurement contracts and agreements. Ensure that contract terms are clear, legal, and effective. Manage contract changes and claims during the execution process to safeguard the company's legal rights and interests.
4、Quality Control and Risk Management:
* Quality Control: Establish a quality control system to ensure that procured equipment, materials, and maintenance services meet quality standards. Conduct regular quality inspections and acceptance checks, and address quality issues to ensure product reliability.
* Risk Management: Identify risks in the procurement process, such as market fluctuations, supplier risks, and contract risks. Develop risk response strategies to reduce the likelihood and impact of risks, ensuring the smooth progress of procurement activities.
5、 Team Collaboration and Communication:
* Communication and Coordination: Strengthen communication and collaboration with engineering, maintenance, production, finance, and suppliers. Timely summarize progress on inquiries, orders, and deliveries to ensure the accuracy and timeliness of procurement needs. Coordinate and resolve issues that arise during the procurement process to improve work efficiency.
* Team Building and Training: Participate in the development and management of the procurement team. Attend business training sessions to enhance the professional skills and overall quality of team members. Foster a positive team atmosphere to improve team cohesion and combat effectiveness.
